Heritage Protection Review & Reform (HPR)

Up-to-date reports from English Heritage and DCMS on the progress of Heritage Protection Review/Reform (HPR) are available on the accompanying links. HPR is the proposed new system for managing the historic environment in  England.  The new legislation establishing HPR is proposed for introduction  in 2010, following a Bill c2007 that will develop from a WhitePaper in mid-2006.

IHBC & HPR

The IHBC represents the interests of conservation officers in this area of the development of HPR, promoting the need for improvements to internal  structures, additional resources and recognition of  the roles played.  IHBC is also  contributing to the development of  information resources for the management of historic buildings - Historic Environment Records Services (HERS) - to be developed out of the Sites and Monuments Records (SMRs).

Research and information gathering programmes relating to local delivery have started, with WS Atkins leading one strand.  The programmes are intended to identify the issues facing conservation officers, both now and under the proposed new legislation.    As these will shape the thinking behind any new  proposals as well as future resources, members are encouraged to help with  these and  participate wherever the opportunity arises.
